  Click regular download and wait 15 seconds then it should say "click here to download" Click on that and it will download the file

  Once it finishes downloading drag it to the desktop and extract it to a folder (There is no extraction password!)
  Once extracted go to the file and click Setup
  This will decompress it (about 10-15 minutes)
  Once it finishes click gta-vc and there you can now play gta vice city
  NOTE: it doesn't matter what you name the folder
